Utah does not list a single charge called a “vehicle transfer fee.” Instead, transferring ownership may involve several separate costs.

Example 4: Electric Vehicle

An electric vehicle does not pay the county emissions compliance fee. However, an alternative-fuel fee or Road Usage Charge may apply.

For 2026, Utah law sets the EV Road Usage Charge cap at $180 for 12 months and $139 for six months. A participating driver pays by mileage, up to the applicable cap. Therefore, the final amount depends on whether the owner chooses the flat registration charge or the RUC option. Utah Code §72-1-213.1
